Longding, East Kameng have lowest pass percentage; Tawang, Upper Siang top the list

ITANAGAR, Jun 1: Longding and East Kameng districts turned out to be the worst performers in the All India Secondary School Certificate Examinations (AISSCE) 2017 among the government schools across the state with lowest pass percentage in district wise performance tally of the AISCCE results.

Longding has only 15.79 pass percentage and East Kameng has a pass percentage of 19.11 only. Tawang topped the overall pass percentage with a magnificent 72.54 pass percentage, followed by Upper Siang district with an impressive 68.60 percentage. Arunachal Pradesh has recorded only 43.44 overall pass percentage in the AISSCE 2017, seven percent below its earlier record.

Surprisingly, Capital Complex (Papum Pare), East Siang, West Siang and Lower Subansiri districts recorded unimpressive figures as well, with Capital Complex securing 43.55 percent, East Siang 44.54percent, West Siang 41.44 percent, Upper and Lower Subansiri (Ziro) at 40.08 percent and 46.44 percent respectively. Ironically, these districts are generally considered to be educational hubs.

In the eastern belt, other than Tirap district, which managed to secure 56.35 pass percentage, all other districts performed poorly, with Namsai securing 26.17 percent, Lohit 29.96 percent and Changlang 30.04 percent. Comparatively districts of Dibang Valley, Lower Dibang Valley and Anjaw performed mediocre with 48.33 percent, 43.18 percent and 52.76 percent respectively.

Among districts that have the most active students' unions or organisations, Kurung Kumey topped the table with an impressive figure of 57.14 pass percentage, followed by Kra Daadi with 45.54 percent and Upper Subansiri with 40.08 percent. However, along with East Kameng, Papum Pare also recorded a low pass percentage of 28.79.

Meanwhile, in centrally and private-run schools, such as Kendra Vidalaya, JNV and other private schools, JNV Seppa topped the list with 100 pass percentage, followed by Kendra Vidalaya (East Siang) with 95.83 percent ,and Changlang and West Kameng districts at third and fourth positions with 94.94 percent and 94.32percent respectively.

Many school authorities in the district blamed lack of subject teachers, non-posting of principals and vice principals as some of the reasons for poor overall AISSCE results. Others opined that the current poor performance in AISSCE 2017 is the direct impact of Continuation and Comprehensive Evaluation (CCE) under the RTE Act, popularly known as the non-detention policy.

Expressing shock at the current pass percentage of his district, East Kameng DDSE Kata Rangmo stated that as long as the CCE under RTE Act is implemented, worse results could be expected in the future. Rangmo disclosed that in his district, two government higher secondary schools, namely GHSS Bazarline and GHSS Pompoli are running without principal and vice principal for the past couple of years.

"There is a lack of subject teachers in the said schools. At GHSS Pompoli, SSA teachers were teaching in place of senior teachers" said Rangmo. He further expressed displeasure over the result of Government Higher Secondary School, Seijosa, where, out of 159 students that appeared, only 23 students managed to pass.

Reacting on the overall performance of his district, Longding Deputy Commissioner, Himanshu Gupta said that the lack of subject teachers is the factor for degrading pass percentage. Many districts have excess teachers, but Longding being a new district requires teachers at each level, the DC added.

 

 

 

Su-30 jet crash: Pilots died due to fatal injuries, says IAF

NEW DELHI, Jun 1: The two pilots of the Sukhoi jet that had crashed after taking off from Tezpur in Assam suffered fatal injuries, the Indian Air Force on Wednesday said, five days after the wreckage of the plane was found.

Squadron Leader, D Pankaj and Flight Lt, S Achudev could not initiate ejection before the crash that occurred 60 kms from Tezpur Airbase on 23 May, the IAF said.

The wreckage of the Sukhoi-30 MKI jet was found on May 26 in a dense forest area in Arunachal Pradesh after a three-day search operation.

"Analysis of the flight data recorder (black box) of the aircraft and certain other articles recovered from the crash site revealed that the pilots could not initiate ejection before the crash," IAF Spokesperson Anupam Banerjee said.

The plane had taken off from Tezpur airbase at around 10.30 AM on May 23 and had gone off the radar around 11.10 am. It was on a routine training mission as part of a two-aircraft formation. The wreckage of the jet was spotted from air on Friday, and search teams could reach the crash site only on Sunday due to inclement weather, after which the black box was recovered.

The IAF has ordered a court of inquiry to investigate the cause of the accident, according to Wing Commander Banerjee. (PTI)

 

 

 

State takes up connectivity issue with centre

NEW DELHI, Jun 1: Chief Minister Pema Khandu, joined by Union MoS Kiren Rijiju, called on Union Minister for Rural Development Narendra Singh Tomar at Krishi Bhavan on Thursday and discussed various issues pertaining to the department's projects in the state, specifically rural connectivity.

Khandu informed that road connectivity in Arunachal Pradesh is gradually improving with all-weather access to eligible unconnected habitations in the state under the flagship programme of PMGSY. He said connectivity is promoting access to economic and social service and helping generate increased agriculture income and productive employment inter-alia sustainable poverty reduction.

Both Khandu and Rijiju thanked the RD Ministry under Tomar for sympathetically considering the unique demographic as well as geographic characteristics of the state and liberally funding projects to improve connectivity.

The state government during 2016-17 submitted a proposal for 162 road works and 53 long span bridges with a total length of 2447 km for consideration and sanction. These proposals  were approved in-principle by the Empowered Committee of the Ministry and clearance for 119 roads works and 36 long span bridges  (Batch-I) was accorded by the Ministry in November 2016.

The Chief Minister appealed to the Minister to consider approval and sanctioning of the remaining 43 roads and 15 long span bridges. He informed that all required technical corrections and modifications have already been made in the DPRs as per the directives of the NRRDA.

Pema underscored the importance of these roads saying that these are located in remote and far flung areas of Tawang, Papum Pare, Upper Subansiri, East Kameng, Kurung Kumey and West Siang districts.

Further informing the RD Minister that the first instalment for the current year was sanctioned by the Union Ministry under PMGSY, Pema requested early release of the same as there are a large number of pending bills for payment against the works already executed.

He said that the state government is doing its part by strengthening the Rural Works Department (RWD) with creation of 124 technical posts to increase the execution and absorption capacity for implementation of PMGSY. Further, the programme implementation units (PIUs) have also been increased to 34 and more PIUs will be deployed as per requirement, he said.  

Tomar assured support and cooperation of his ministry and requested the state government to tighten up its belts and fix responsibility on officials found irresponsible or flouting norms in implementation of PMGSY.

The Union Minister informed that release of funds under PMGSY was pending due to some issues, which his office is taking up with the state government. He said once his ministry gets the response sought from the state government, there will not be further delay in release of funds.

"I am aware of the tight working season of the state, where it rains almost through the year," he pointed and directed his secretary to immediately get in touch with the state's Chief Secretary and sort out the issues within 15 days.

He called upon the Chief Minister to take action on individuals irrespective of their status, who flout the norms and because of whom the entire PMGSY programme gets stalled. Pema assured him on the part.

When pointed out by Rijiju, the Union Minister further assured support in augmentation of water supply projects in the state and asked the state government to make proposals and submit the DPRs to his ministry. He offered to visit the state when the weather is conducive with his entire ministerial team as well as the Constituent Committee and hold a major meeting and roll out few policy decisions from the state of Arunachal Pradesh. Mamang Dai conferred with 2nd Luminous Lummer Dai Literary Award

ITANAGAR, Jun 1: The Arunachal Pradesh Literary Society (APLS) has conferred the 2nd 'Luminous Lummer Dai Literary Award' on noted journalist-turned-author-poet Mamang Dai for her outstanding contributions to the world of literature.

Instituted after the name of luminary Lummer Dai, the prestigious award comprising a specially designed trophy, a citation and a cash award of Rs 10,000, was presented to Mamang Dai by APLS president Y D Thongchi on the occasion of late novelist Dai's 77th birth anniversary at his Prem Nagar, Naharlagun residence today.

Paying his rich tributes to 'Sahitya Surya' Lummer Dai, APLS president Thongchi, while citing the popularity the late novelist got from Assam, remarked that there are very few people who are remembered after death and he (late Dai) is the only person from Arunachal Pradesh after whom an award has been instituted.

The Sahitya Akademi awardee also mentioned that he drew inspiration for writing from none other than Lummer Dai during his college life. The APLS president, meanwhile, informed that the Assam Sahitya Sabha, as a part of its centenary celebration, is going to confer the 'Lummer Dai Bota' on another woman writer, Dr Tilottoma Misra in an Itanagar function tomorrow.

In her acceptance speech, Mamang Dai, also the recipient of State Verrier Elwin Award for her non-fiction work 'Arunachal Pradesh: The Hidden Land', said, "I am deeply honoured to APLS for conferring me this award instituted after the great novelist Lummer Dai."

She also paid tributes to late Dai, who became a household name in Assam for his immense contributions to the field of Assamese literature. Mamang, who left the lucrative Indian Administrative Service to pursue a career in journalism and writing, also had words of advice for the established as well as budding writers to write in one's own mother tongue.

The globetrotting poet has donated the entire award money for a noble cause - construction of a memorial at Lummer Dai's birthplace, Siluk village in East Siang district.

Before handing over the amount to the Director of Health Services Dr Alok Yirang, who hails from Siluk village, she said, "I am donating the award money to the people of Siluk for erecting a statue of 'Pi' (uncle) Lummer."

Paying his homage to late Dai, APLS Vice President Tokong Pertin recalled how the late novelist acted as a bridge to reinforce the traditional ties between Assam and Arunachal Pradesh.

Earlier, APLS general secretary Batem Pertin while reading out the citation before the gathering informed that into its second year only, the Luminous Lummer Dai Literary Award will be an annual affair and it will be conferred on person(s) for encouraging creative writing.

Speaking on the occasion, IPR Director Obang Tayeng suggested for translating Lummer Dai's literary creations into English and his own dialect Adi so as to reach a wider audience. Lummer Dai's village people including Dr Yirang and Olen Damin also spoke on the occasion and shared their views on life and contributions of late Dai.

IPR Deputy Director Denhang Bosai said he was fortunate enough to have worked with the former IPR Director late Dai. While expressing his concern over techno-savvy young generation's failure to turn up for libraries, he called for instilling reading habit in young children.

Earlier in the morning, the dignitaries, APLS members, late Dai's better half Nanni Dai and her family, relatives and well wishers paid floral tributes at his 'Punyasthal' and bust installed in his residential compound amid playing of prayer song by the members of Donyi-Polo Gangging, Naharlagun.

Performances by various artistes, including rendition of a popular number from Dr Bhupen Hazarika and an Adi song by Naharlagun Kristi Kendra's Ramen Nath, young Ishita-Nishita sisters' duo, and Ponung dance by Adi women were the added attractions of the function.

 

 

 

One minor rescued, another missing

NAHARLAGUN, Jun 1: Following information provided by the Childline, Itanagar, a team of the Child Welfare Committee (CWC), along with members of Childline and officials of the Labour Department rescued a seven-year-old boy from the house of one Likha Tai at Popu Village -II on Wednesday.  

According to the information received by the Childline, there were two minors, who were being kept as child labours in Popu Village-ll - one at the house of Likha Tai and another at the house of Likha Yalum.

While the seven year old boy was rescued, the team failed to locate the other child, who is reportedly a girl, aged around 14 years.

Labour Officer Lee Ete informed that the children were allegedly kept as domestic helpers and continuously beaten by their employers and relatives.

The young boy is a native of Belaguri village, Assam and had been working as a domestic helper for the last five months in Tai's house. He has currently been sent to Oju Welfare Association, Naharlagun for temporary shelter till an alternative arrangement is made, or till he is reunited with his family.

Further, the CWC directed the employers to produce the missing girl child before them at the earliest, or face legalities.

 

 

 

DHS-private hospitals sign MoU on maternity health

YUPIA, Jun 1: A Memorandum of Understanding (MoU) was signed between the Papum Pare District Health Society (DHS) and Rama Krishna Mission Hospital, Itanagar and Niba Hospital, Naharlagun for the accreditation of Janani  Suraksha Yojana (JSY) and Family Planning  at  the DMO office on Thursday.

The JSY integrates cash assistance with antenatal care during pregnancy period, institutional care during delivery and immediate post-partum period in health centres by establishing a system of coordinated care by Accredited Social Health Activists (ASHA).

As per the MoU, the DHS will provide 50 percent advance payment for 100 deliveries, which is Rs 50,000 each, and it will been remitted in their respective account through cheque.

"The accreditation made with private hospitals in the district for implementing the scheme under JSY and Family Planning will play a vital role in motivating pregnant women to opt for institutional deliveries through cash assistance", DMO Dr Tasso Kampu, who was instrumental in making private hospitals sign the MoU, said.

Among others, DRCHO Dr Jomnya Ado, Senior Gynaecologist, Dr Bengia Mala, Gynaecologist and MD of Niba Hospital, Dr Jomson Bagra, R K Mission Secretary Swami Vishweshananda, DANO Dr Tania Raju and  DPM Dugir Padu were present on the occasion. (DIPRO)

 

 

 

APCC seeks explanation from CM on limited fund

ITANAGAR, Jun 1:  Arunachal Pradesh Congress Committee (APCC) President, Takam Sanjoy has sought explanation from the ruling BJP state government, headed by Chief Minister, Pema Khandu regarding limited release of funds despite the state government presenting its 2017-18 budget on March 2017.

Sanjoy in a release on Thursday stated that Chief Minister Pema, while joining the BJP, had told that he switched over the allegiance to BJP for better coordination and relations with the centre. He had claimed that joining BJP would facilitate fund flow but contradictory to his claims, the state government could release only 35 percent of projected budget funds, months after presenting 2017-18 budget on March 2017, he claimed.

 

 

 

AAPSU meet on refugee issue

ITANAGAR, June 1: The All Arunachal Pradesh Students' Union (AAPSU) has decided to hold detailed discussions on the vexed refugee issue as well as the stand of the Union Ministry of Home Affairs for granting citizenship rights to the Chakma and Hajong refugees  in Arunachal Pradesh in its emergency seating of all the federal units scheduled for June 5 next.  

In this regard, the AAPSU called on all the presidents and general secretaries of all District Students' Unions to attend the special seating without fail.

The House will also be discussing other relevant education issues.  

The AAPSU further informed that it had submitted a memorandum to the Chief Minister's Office for the all party meeting, including three MPs of the state by June 10 on the refugee issue.

 

 

 

Petrol pumps run dry in Daporijo

DAPORIJO, Jun 1: Scarcity of petrol for the last several days has hit vehicle users hard in Daporijo town in Upper Subansiri district as petrol stock is reportedly nil in the town.

Petrol and diesel are brought to the depot, but allegedly, a few people are unscrupulously collecting it in large amounts to sell them at exorbitant prices as profit making business, said a local.  

This situation has been causing difficulties to the entire town, especially seriously ill patients, school children and government staff.  

Meanwhile, the Tagin Cultural Society has appealed to the district authority to immediately resolve the problem in the greater interest of the public.

 

 

 

PPA, BJP meet for healthy relations

ITANAGAR, Jun 1: The leaders of the Peoples' Party of Arunachal (PPA) on Thursday met state BJP President Tapir Gao and discussed issues related to the state and submitted a memorandum on maintaining healthy relation between BJP and PPA as part of the NEDA alliance.

After the meeting, PPA Legislature Party leader, Takam Pario said that since BJP President Amit Shah is arriving on a two-day visit to the state on the second week of June, the PPA being a alliance partner in Arunachal Pradesh and a constituent partner of NEDA since its formation in 2016, will discuss important issues of the PPA, like defective statehood bill and Article-371, good governance, accountability and others issue in his forthcoming visit to state.  

Pario also said that Gao has assured to forward the issue raised by the PPA to the National President for discussion during his visit to the state capital.

The PPA members included PPA President Kahfa Bengia and General Secretary Kaling Jerang.

 

 

 

AMBK demands ST status for Misings in Arunachal

PASIGHAT, Jun 1: The Adi Mising Baane Kebang (AMBK) demanded that the state government take steps to grant Schedule Tribe (ST) status to the Mising people residing in Arunachal Pradesh.

It claimed that Misings are one of the aboriginal tribes of the state and are currently more than 15,000 in population as per the 2011 census.

Attending a coordination meeting of the AMBK at Nongkhon in Namsai district on Wednesday, AMBK General Secretary, Okom Yosung said that the Adi Baane Kebang (ABK) has been demanding that the state government grant ST status to the Misings of Arunachal Pradesh. He also recalled that former Chief Minister Nabam Tuki had assured to look into the matter by constituting a Cabinet sub-committee, which is still pending in the state assembly.

Yosung, who is also the president of ABK East Siang unit, claimed that the ABK and its associate organizations have been demanding the government to grant ST status to the Misings of Arunachal as they have ancestral relations with the Adis and share similar language and culture.

In 2012, the ABK's Central Committee had placed a demand to the state government, urging prompt steps for granting ST status to the Misings, but the government is yet to take up the issue in its Cabinet meet, he further added.

The house, under the chair of AMBK President Raju Medok later adopted a resolution to move the Arunachal Government to grant ST status to Misings permanently residing in the territory of Arunachal, and take their demand into account during the next assembly session.

Meanwhile, the Namsai-Tinsukia unit of Adi Mising Students Coordination Committee was also formed with Rajen Narah as president and Rohen Dai as secretary.

The meeting was organized by the Adi Mising Students Coordination Committee, and saw the attendance of representatives of the ABK, AdiSU, TMPK (Mising Students), Mising Baane Kebang, gaon burahs and villagers, who also shared their views.

 

 

 

DA takes steps to resolve vehicle parking issues

ITANAGAR, Jun 1: Itanagar-Capital Complex Deputy Commissioner, Prince Dhawan on Thursday conducted a field visit to assess and resolve the parking issues of Itanagar.

In order to improve the present traffic scenario of Itanagar, the DC directed the CMEO to take over the LMV parking building for immediate operations of the same for parking of four wheeler as well as two wheeler vehicles. He further directed to operationalise the roof-top cafeteria at the said LMV parking building.

The DC informed that more parking spaces for autorickshaws in front of the LMV parking building near the Directorate of Audit and Pension will be created to ease traffic congestion. The DC further directed shifting the Tata mobile (pickup truck) parking in front of the Punjabi Dhaba to the space inside Indira Gandhi Park, Itanagar.  

He also informed that steps for immediate opearationalisation of ISBT at Lekhi village will be taken so that present bus parking at Ganga Bus Terminal can be shifted to the ISBT at Lekhi and thereafter, the vacant Ganga Bus Terminal shall be used for parking of small private buses, trackers or sumos (private/shared taxis).

The parking space developed by the AAPPTF at Chimpu is also expected to be developed by June 30, 2017. More parking areas were identified during the inspection and shall be operational soon.

The DC was accompanied by magistrates, police, and officials of traffic and transport departments. (DIPRO)

 

 

 

Parl Secy conducts physical verification of various projects

NAMSAI, Jun 1: In pursuance to the decision taken in the District Level Monitoring Committee meeting held on Wednesday, Planning Parliamentary Secretary,Chau Zingnu Namchoom and DC R K Sharma on Thursday conducted physical verification of various projects under state plan in the district.

During physical verification, the DLMC team, which also included DPO Dr K Sarmah, officers of executing agencies and DLMC members, visited numerous project sites and inspected the projects executed by various departments under SADA, SIDF, RIDF, NLCPR, Untied fund and MLALAD fund in 48- LekangConstituency, 47-Namsai Constituency and 46-Chowkham Constituency.

As presented during the DLMC meeting, many projects were found to be completed, while several other were underway. Some of the completed projects are yet to be handed over to the user agency or commissioned for use by general public.

Expressing satisfaction over the completion of maximum projects, the Parliamentary Secretary requested the executing agencies to expedite the ongoing projects to ensure completion before the onset of monsoon.

The Deputy Commissioner also directed the executing agencies to immediately hand over completed projects and submit completion reports and utilization certificates to appropriate authorities.

Meanwhile, the District Medical Officer requested to expedite the functioning of the de-addiction center at Lathao at an early date.

The DLMC team members also included engineers ofvarious departments, DMO, BDO Namsai, ZPC Kyasing Munglang, ZPMs of Namsai and Lekang and Fishery Officer of Borbeel Fishery.

 

 

 

DC reviews projects during DLMC meeting

BOMDILA, Jun 1: West Kameng Deputy Commissioner, Dr Sonal Swaroop reviewed all the projects currently underway by various departments during a District Monitoring Committee Meeting (DLMC) held at the DC's conference hall on Thursday.

She further instructed the departments to submit the Quarterly Performance Reports and Utilization Certificates on a regular and timely basis.

Addressing the HoDs and administrative officers of the district who were present in the meeting, the DC further said that the DLMC meeting should not just be a forum for discussing issues and obstacles, but also a platform for the departments to highlight the actual achievements made by them under various schemes. She further stressed on the need for setting up citizen grievance redressal mechanism by all departments. (DIPRO)

 

 

 

Secretary to GoAP Talem Tapok retires

ITANAGAR, Jun 1:   Secretary to the Government of Arunachal Pradesh, Talem Tapok has retired after completing over 35 years of his service on Wednesday.

Tapok did his graduation from the Gauhati University, Assam and was a gold medallist in Master of Arts in Political Science. He worked as a lecturer (Political Science) at Jawaharlal Nehru College, Pasighat in 1981.  Later, he qualified for the State Civil Service Exam and joined as Extra Assistant Commissioner on 4 July, 1986. He served the state government in various capacities as Director, Joint Secretary, Deputy Commissioner and Secretary. He was inducted to the Indian Administrative Service in January 2012. At the time of his superannuation, he held the charge of Secretary, Agriculture and Information & Public Relation Departments.  

Along with Tapok, Under Secretary (Finance) Manoharan Nair also attained superannuation on the same day. Nair had joined the state government service on 6 August, 1979 as stenographer and served the state government for over 37 years.

Among those who attended the farewell function were state Chief Secretary, Shakuntala D Gamlin, Commissioner (West & DoTCL), Bilatee Pertin, Principal Secretary, Satya Gopal, Commissioners, Special and Additional Secretaries.

 

 

 

Door to door awareness campaign on WHL conducted

ITANAGAR, Jun 1:  A door to door awareness campaign was organized at Down Colony and G- Extension area of Naharlagun by the Arunachal Women Help Line (WHL) on Thursday to generate awareness among womenfolk about WHL and other government schemes for women.

The awareness campaign aimed at reaching out to the underprivileged people of the area, especially small shop owners, vegetable and fruit vendors and to help them become aware of their rights and privileges.

Pamphlets informing about WHL's functions and objectives, besides government-related schemes for women empowerment were also distributed on the occasion.

 

 

 

Sub-treasury office inaugurated at Mechuka

MECHUKA, Jun 1: The Sub-Treasury Office at Mechuka was inaugurated on Thursday by MechukaAdditional Deputy Commissioner (ADC), Tungge Loya on Thursday.

ADC Loya said that the newly inaugurated office would cater to the needs of the public of entire Mechuka Sub-Division and lauded local MLA P D Sona for his active role in making the Sub-Treasury Office functional in the sub-divisional headquarters. He also remembered the cooperation extended by the Commissioner and the Secretary of Finance and Director of Accounts and Treasuries in establishing the much needed office in the town.

Sub-Treasury Officer, Neywin Mongmaw also highlighted how the office would help the people of the remote town.

The Sub-Treasury Office was a long-pending demand of the public of Mechuka Sub-Division. Prior to establishment of the office, people had to travel 182 km down to the district headquarters for administrative work.

Government officials, PRI leaders and locals attended the inaugural event.

 

 

 

Assam Guv visits Parshuram Kund

TEZU, Jun 1: Governor of Assam, Banwarilal Purohit, who is on a three-day tour programme from May 31 to June 2, visited Parshuram Kund on Wednesday.

Taking note of the historical significance and tourism potential of the area, he stressed on the need to strengthen the infrastructure and communication network of the area. He also urged the public to cooperate and not hinder the growth and development of the area.

He expressed happiness and contentment on visiting Parshuram Kund and said that it was his long time desire to visit the holy land and take a holy dip in the Kund.

ITANAGAR, Jun 1: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar has congratulated UPSC candidates Mamu Hage, Chajat Lowang and Duyu Kampo for clearing the UPSC 2016 and termed their achievements as an inspiration for young girls and women of the state.

APSCW Chairperson Mitali Tingkhatra in a release on Thursday stated, 'Although the country struggles to give equal opportunities to the girl child and women, these women have proved that nothing is impossible if one works hard.'

The APSCW further urged all young girls to draw inspiration from the achievements of Everester Anshu Jamsenpa and set their sights high for overall progress of the state.

 

 

 

New bus service flagged off

SEPPA, Jun 1: Much to the delight of the people of East Kameng district, DC Rajeev Takuk on Thursday flagged off a daily APSTS bus service to and fro Seppa and Itanagar via Pakke Kessang on the Trans-Arunachal Highway route.

Several officials, including SS (STS), S Tagok, DPO T Perme, Government College Principal, R Hissang, and host of HoDs were present during the flag-off.

Acknowledging that the service is going to provide immeasurable respite to the local populace, especially to those who cannot afford to have private vehicles of their own, the DC called for cooperation of people for proper maintenance and uninterrupted functioning of the service.

As reported by the SS (STS), the proposed bus service is going to provide daily services and the rate is fixed provisionally at Rs 380 per passenger per trip.    

 

 

 

Special campaign on voter enrolment

ANINI, Jun 1: The Dibang Valley District Electoral Office (DEO) has decided to launch a special campaign on the theme, "No voters left behind" on July 8 and 22 in the district.

This was decided in a meeting convened at the office of the DEO cum Deputy Commissioner on Thursday. The special voters' drive is the initiative of the Election Commission of India to enrol all eligible electors,particularly those in the 18-19 years age group.  

The responsibility of publicizing and motivating young electors to come forward and get their names registered in the electoral rolls has been given to the headmasters and principals of schools in the district.

There will also be essay writing and poster making competitions in the district to spread the message of the drive.  In addition to this, a training programme for BLOs will be also held in the district during the preparatory phase of the special drive. (DIPRO)

 

 

'Post subject teachers'

ITANAGAR, Jun 1:  Claiming that Higher Secondary School, Jengging in Upper Siang district is facing shortage of PGT subject teachers and ministerial staff, the All Jengging Block Student's Union (AJBSU) in a memorandum to Director, Secondary Education on Thursday sought immediate posting of the same against the said school.

The Union in its memorandum informed that the school, which is one of the oldest institutes in the district, is presently operating without subject teachers such as Political Science, History, Economic, English and Hindi, which has resulted in poor performances of students.

It further sought early construction of a boundary wall around the school to prevent encroachment.

 

 

 

Multi specialty health camp held

ITANAGAR, Jun 1:  A multi specialty health camp was conducted by the Rotary Club Duliajan, (Assam) in collaboration with the District Health Society Namsai on Sunday.

The camp was formally inaugurated by ChowkhamMLA, Chow Tewa Mein in presence of District Medical Officer, Dr Nani Rika and other officials of community health centres.  MLA Mein lauded the efforts of the organising team in making health benefits available to the people of Namsai. He requested them to organise similar health camps in various places under Namsai district for the greater interest of poor people.  

Specialist doctors, Dr M S Konwar, Dr Amal Kr Deka,Dr P Das, Dr KK Das(ENT), Dr N Saikia(Eye) and Dr N Swangire(Dental) attended the camp.

 

 

 

Rally at Daporijo marks

'World No Tobacco Day'

DAPORIJO, Jun 1: A rally was jointly taken out by students of Blue Mount School and Government Institute of Nursing, Daporijo, staffs of the district hospital and locals at Daporijo to create awareness regarding adverse effects of tobacco on the occasion of 'World No Tobacco Day' on Wednesday last.

During the rally, which was organized by the District Tobacco Cessation Cell, Daporijo students carrying placards shouted slogans against consumption of tobacco.

It was followed by a public meeting at the conference hall of the District Hospital, wherein Medical Superintendent, Dr J Nalo informed about the hazardous effects of tobacco on human health and appealed to all to desist from consuming tobacco products.

 

 

 

'Release scholarship amount soon'

ITANAGAR, Jun 1:  Expressing resentment over the state government's alleged failure to release scholarship amount despite its assurance to release the same on March 31 last, the Joint Interim Committee (JIC) has appealed to the state government and the Director of Tribal Affairs to immediately release the scholarship amount within the first week of this month.

In an ultimatum served to the Director of Tribal Affairs on Thursday, the JIC further stated that if the GoAP fails to release the scholarship amount within the stipulated time, it will be compelled to stage a peaceful dharna at the office of the Director of Tribal Affairs.

'The state government has released stipend and book grant for the students after the February 17 meeting, which was held between the state government representatives and JIC. But it has failed to release the scholarship amount despite the fact that the number of students availing scholarship is far more than students availing stipend', it claimed.

Time for introspection

The CBSE class 12 result poorly reflects everything that is wrong with education scenario of the state. This year the pass percentage dropped to 43.33 from the previous years pass percentage of 50. As expected the state run government schools have poorly performed. Private schools and central government run schools like KV, JNV have outperformed the state government schools. The education department should introspect and try figure out where things are going wrong. It's time people responsible for such poor performance is hold accountable and strongly punished.

Majority of Arunachalees especially those residing in interior areas depend on government schools to educate their children. Not everyone can afford to send their children to private school as it is a costly affair. Therefore it becomes more important to improve the standard of govt schools. One of the main reasons cited for poor performance is the absence of subject teachers.  On several occasion education minister Honchun Ngandam has spoken about need to rationalize transfer and posting of teachers. Everyone will be hoping that process is started at the earliest so that teachers are equally distributed across the state. Right now teachers are mostly concentrated in capital complex and district headquarters. Government often talks about prioritizing education sector but their words hardly translate into action. Allegation of corruption and nepotism continues to hurt the image of education department.

Waiting for scholarship money

Dear Editor,

Through your esteemed daily, I want to state that since last few months the scholarship issue is hurting sentiments of students as many are being deprived. It is clear that the many students are waiting with a ray of hope for the disbursement of the stipend as several of them depends on stipend money to buy books and other essential items. I want to tell tribal affairs department that we students are still patiently waiting for the scholarship money.

Glow Lake-potential tourist destination

Dear Editor,

Obviously, thou art is at its best in Arunachal Pradesh. Amazingly, alluring landscape ranging from grassy plain to lush Green Mountain to permanently snow covered mountain peak which is twirl round by numerous blue serpentine river, manifest the greatness of nature’s divine art in Arunachal Pradesh. One of the jaw dropping facts which always caught the imagination of man is the numerous high altitude pristine lakes scattered over many valleys of mountains that mostly occur along the northern portion of the state. Glow Lake is one of such lakes in Arunachal Pradesh.

It is a serene lake stashed away in the wilderness of Kamlang Wildlife sanctuary. It sprawls over a vast high altitude plain, geographically, located between 270 41’ 37’’N and 270 42’ 7’’ N latitude and 960 26’ 45’’ E and 960 27’ 33’’ E longitude. Astonishingly, Glow Lake is land locked by lush green & lofty hills from all sides, physically, bounded by 1530 m, 2635 m, 1286 m and 1380 m high hills at east, south, west and north respectively. Continuous drifting of cloud across lake always evinces a feeling in heart that Glow Lake is a sea in the sky and celestial maiden dancing across admiring the great art of the divine nature. With perimeter of 5.1 km, Glow Lake is the second largest lake in the state, slightly smaller than Mehao Lake near Roing.

Glow can be accessed from Wakro, a reclusive town of Lohit district near famous pilgrimage site Parshuram Kund. From Wakro one can drive up to Sinai River (Sinai Berai in Mishmi), the last motorable point. Then trek up north along west bank of Kamlang River for 4 km to reach Champa Bridge, a hanging bridge over Kamlang River. It is the only means to cross the Kamlang River on to the trek that go to Glow Lake.  The trek spirals up and down over the hill slope, many times till it reaches an altitude of 1380 m, the highest height along the way, and then descend down for 3 km to arrive at mighty Glow Lake which is located at altitude of 1170 m above sea level. Glow lake’s enchanting beauty always mesmerize the visitor at first sight, which has miraculous soothing  effect on visitor’s weary and pain due to whole day trekking.  Howling of Hoolock gibbon, barking of deer, sound of chirping bird’s etc make the ambience a paradise like. Interestingly, the lake is sustained by numerous perennial foamy streams gushing out of foothill that trotted down into the lake.

Small flat land occur at west south and east banks of the lake, before hill take over, these make camping near the lake , pleasant and easy. Furthermore, at east of Lake, there is  a rest  house for night stay and one high reach tower for better overview of the lake, which has been constructed and maintained by forest department. If, properly publicized, Glow Lake could be a worthwhile adventurous tourist destination even though trek to lake is a challenge
