Longding, East Kameng have lowest pass percentage; Tawang, Upper Siang top the list

ITANAGAR, Jun 1: Longding and East Kameng districts turned out to be the worst performers in the All India Secondary School Certificate Examinations (AISSCE) 2017 among the government schools across the state with lowest pass percentage in district wise performance tally of the AISCCE results.
Longding has only 15.79 pass percentage and East Kameng has a pass percentage of 19.11 only. Tawang topped the overall pass percentage with a magnificent 72.54 pass percentage, followed by Upper Siang district with an impressive 68.60 percentage. Arunachal Pradesh has recorded only 43.44 overall pass percentage in the AISSCE 2017, seven percent below its earlier record.
Surprisingly, Capital Complex (Papum Pare), East Siang, West Siang and Lower Subansiri districts recorded unimpressive figures as well, with Capital Complex securing 43.55 percent, East Siang 44.54percent, West Siang 41.44 percent, Upper and Lower Subansiri (Ziro) at 40.08 percent and 46.44 percent respectively. Ironically, these districts are generally considered to be educational hubs.
In the eastern belt, other than Tirap district, which managed to secure 56.35 pass percentage, all other districts performed poorly, with Namsai securing 26.17 percent, Lohit 29.96 percent and Changlang 30.04 percent. Comparatively districts of Dibang Valley, Lower Dibang Valley and Anjaw performed mediocre with 48.33 percent, 43.18 percent and 52.76 percent respectively.
Among districts that have the most active students' unions or organisations, Kurung Kumey topped the table with an impressive figure of 57.14 pass percentage, followed by Kra Daadi with 45.54 percent and Upper Subansiri with 40.08 percent. However, along with East Kameng, Papum Pare also recorded a low pass percentage of 28.79.

Expressing shock at the current pass percentage of his district, East Kameng DDSE Kata Rangmo stated that as long as the CCE under RTE Act is implemented, worse results could be expected in the future. Rangmo disclosed that in his district, two government higher secondary schools, namely GHSS Bazarline and GHSS Pompoli are running without principal and vice principal for the past couple of years.
"There is a lack of subject teachers in the said schools. At GHSS Pompoli, SSA teachers were teaching in place of senior teachers" said Rangmo. He further expressed displeasure over the result of Government Higher Secondary School, Seijosa, where, out of 159 students that appeared, only 23 students managed to pass.
Reacting on the overall performance of his district, Longding Deputy Commissioner, Himanshu Gupta said that the lack of subject teachers is the factor for degrading pass percentage. Many districts have excess teachers, but Longding being a new district requires teachers at each level, the DC added.

State takes up connectivity issue with centre

The Chief Minister appealed to the Minister to consider approval and sanctioning of the remaining 43 roads and 15 long span bridges. He informed that all required technical corrections and modifications have already been made in the DPRs as per the directives of the NRRDA.
Pema underscored the importance of these roads saying that these are located in remote and far flung areas of Tawang, Papum Pare, Upper Subansiri, East Kameng, Kurung Kumey and West Siang districts.
Further informing the RD Minister that the first instalment for the current year was sanctioned by the Union Ministry under PMGSY, Pema requested early release of the same as there are a large number of pending bills for payment against the works already executed.
He said that the state government is doing its part by strengthening the Rural Works Department (RWD) with creation of 124 technical posts to increase the execution and absorption capacity for implementation of PMGSY. Further, the programme implementation units (PIUs) have also been increased to 34 and more PIUs will be deployed as per requirement, he said.
Tomar assured support and cooperation of his ministry and requested the state government to tighten up its belts and fix responsibility on officials found irresponsible or flouting norms in implementation of PMGSY.
The Union Minister informed that release of funds under PMGSY was pending due to some issues, which his office is taking up with the state government. He said once his ministry gets the response sought from the state government, there will not be further delay in release of funds.
"I am aware of the tight working season of the state, where it rains almost through the year," he pointed and directed his secretary to immediately get in touch with the state's Chief Secretary and sort out the issues within 15 days.
He called upon the Chief Minister to take action on individuals irrespective of their status, who flout the norms and because of whom the entire PMGSY programme gets stalled. Pema assured him on the part.
When pointed out by Rijiju, the Union Minister further assured support in augmentation of water supply projects in the state and asked the state government to make proposals and submit the DPRs to his ministry. He offered to visit the state when the weather is conducive with his entire ministerial team as well as the Constituent Committee and hold a major meeting and roll out few policy decisions from the state of Arunachal Pradesh. Instituted after the name of luminary Lummer Dai, the prestigious award comprising a specially designed trophy, a citation and a cash award of Rs 10,000, was presented to Mamang Dai by APLS president Y D Thongchi on the occasion of late novelist Dai's 77th birth anniversary at his Prem Nagar, Naharlagun residence today.
Paying his rich tributes to 'Sahitya Surya' Lummer Dai, APLS president Thongchi, while citing the popularity the late novelist got from Assam, remarked that there are very few people who are remembered after death and he (late Dai) is the only person from Arunachal Pradesh after whom an award has been instituted.
The Sahitya Akademi awardee also mentioned that he drew inspiration for writing from none other than Lummer Dai during his college life. The APLS president, meanwhile, informed that the Assam Sahitya Sabha, as a part of its centenary celebration, is going to confer the 'Lummer Dai Bota' on another woman writer, Dr Tilottoma Misra in an Itanagar function tomorrow.

The young boy is a native of Belaguri village, Assam and had been working as a domestic helper for the last five months in Tai's house. AAPSU meet on refugee issue
ITANAGAR, June 1: The All Arunachal Pradesh Students' Union (AAPSU) has decided to hold detailed discussions on the vexed refugee issue as well as the stand of the Union Ministry of Home Affairs for granting citizenship rights to the Chakma and Hajong refugees in Arunachal Pradesh in its emergency seating of all the federal units scheduled for June 5 next.
In this regard, the AAPSU called on all the presidents and general secretaries of all District Students' Unions to attend the special seating without fail.

Petrol pumps run dry in Daporijo

DAPORIJO, Jun 1: Scarcity of petrol for the last several days has hit vehicle users hard in Daporijo town in Upper Subansiri district as petrol stock is reportedly nil in the town.
Petrol and diesel are brought to the depot, but allegedly, a few people are unscrupulously collecting it in large amounts to sell them at exorbitant prices as profit making business, said a local.
This situation has been causing difficulties to the entire town, especially seriously ill patients, school children and government staff.
Meanwhile, the Tagin Cultural Society has appealed to the district authority to immediately resolve the problem in the greater interest of the public.

AMBK demands ST status for Misings in Arunachal

PASIGHAT, Jun 1: The Adi Mising Baane Kebang (AMBK) demanded that the state government take steps to grant Schedule Tribe (ST) status to the Mising people residing in Arunachal Pradesh.
It claimed that Misings are one of the aboriginal tribes of the state and are currently more than 15,000 in population as per the 2011 census.
Attending a coordination meeting of the AMBK at Nongkhon in Namsai district on Wednesday,
AMBK General Secretary, Okom Yosung said that the Adi Baane Kebang (ABK) has been
demanding that the state government grant ST status to the Misings of Arunachal Pradesh.

Yosung, who is also the president of ABK East Siang unit, claimed that the ABK and its associate organizations have been demanding the government to grant ST status to the Misings of Arunachal as they have ancestral relations with the Adis and share similar language and culture.
In 2012, the ABK's Central Committee had placed a demand to the state government, urging prompt steps for granting ST status to the Misings, but the government is yet to take up the issue in its Cabinet meet, he further added.
The house, under the chair of AMBK President Raju Medok later adopted a resolution to move the Arunachal Government to grant ST status to Misings permanently residing in the territory of Arunachal, and take their demand into account during the next assembly session.

The parking space developed by the AAPPTF at Chimpu is also expected to be developed by June 30, 2017. More parking areas were identified during the inspection and shall be operational soon.

Parl Secy conducts physical verification of various projects

BOMDILA, Jun 1: West Kameng Deputy Commissioner, Dr Sonal Swaroop reviewed all the projects currently underway by various departments during a District Monitoring Committee Meeting (DLMC) held at the DC's conference hall on Thursday.
She further instructed the departments to submit the Quarterly Performance Reports and Utilization Certificates on a regular and timely basis.

Secretary to GoAP Talem Tapok retires
ITANAGAR, Jun 1: Secretary to the Government of Arunachal Pradesh, Talem Tapok has retired after completing over 35 years of his service on Wednesday.
Tapok did his graduation from the Gauhati University, Assam and was a gold medallist in Master of Arts in Political Science. He worked as a lecturer (Political Science) at Jawaharlal Nehru College, Pasighat in 1981. Later, he qualified for the State Civil Service Exam and joined as Extra Assistant Commissioner on 4 July, 1986. He served the state government in various capacities as Director, Joint Secretary, Deputy Commissioner and Secretary. He was inducted to the Indian Administrative Service in January 2012. At the time of his superannuation, he held the charge of Secretary, Agriculture and Information & Public Relation Departments.
Along with Tapok, Under Secretary (Finance) Manoharan Nair also attained superannuation on the same day. Nair had joined the state government service on 6 August, 1979 as stenographer and served the state government for over 37 years.

'Post subject teachers'
ITANAGAR, Jun 1: Claiming that Higher Secondary School, Jengging in Upper Siang district is facing shortage of PGT subject teachers and ministerial staff, the All Jengging Block Student's Union (AJBSU) in a memorandum to Director, Secondary Education on Thursday sought immediate posting of the same against the said school.
The Union in its memorandum informed that the school, which is one of the oldest institutes in the district, is presently operating without subject teachers such as Political Science, History, Economic, English and Hindi, which has resulted in poor performances of students.
It further sought early construction of a boundary wall around the school to prevent encroachment.

In an ultimatum served to the Director of Tribal Affairs on Thursday, the JIC further stated that if the GoAP fails to release the scholarship amount within the stipulated time, it will be compelled to stage a peaceful dharna at the office of the Director of Tribal Affairs.
'The state government has released stipend and book grant for the students after the February 17 meeting, which was held between the state government representatives and JIC. But it has failed to release the scholarship amount despite the fact that the number of students availing scholarship is far more than students availing stipend', it claimed.

Time for introspection
The CBSE class 12 result poorly reflects everything that is wrong with education scenario of the state. This year the pass percentage dropped to 43.33 from the previous years pass percentage of 50. As expected the state run government schools have poorly performed. Private schools and central government run schools like KV, JNV have outperformed the state government schools. The education department should introspect and try figure out where things are going wrong. It's time people responsible for such poor performance is hold accountable and strongly punished.
Majority of Arunachalees especially those residing in interior areas depend on government schools to educate their children. Not everyone can afford to send their children to private school as it is a costly affair. Therefore it becomes more important to improve the standard of govt schools. One of the main reasons cited for poor performance is the absence of subject teachers. On several occasion education minister Honchun Ngandam has spoken about need to rationalize transfer and posting of teachers. Everyone will be hoping that process is started at the earliest so that teachers are equally distributed across the state. Right now teachers are mostly concentrated in capital complex and district headquarters. Government often talks about prioritizing education sector but their words hardly translate into action. Allegation of corruption and nepotism continues to hurt the image of education department.

Waiting for scholarship money
Dear Editor,
Through your esteemed daily, I want to state that since last few months the scholarship issue is hurting sentiments of students as many are being deprived. It is clear that the many students are waiting with a ray of hope for the disbursement of the stipend as several of them depends on stipend money to buy books and other essential items. I want to tell tribal affairs department that we students are still patiently waiting for the scholarship money.

Dear Editor,
Obviously, thou art is at its best in Arunachal Pradesh. Amazingly, alluring landscape ranging from grassy plain to lush Green Mountain to permanently snow covered mountain peak which is twirl round by numerous blue serpentine river, manifest the greatness of nature’s divine art in Arunachal Pradesh. One of the jaw dropping facts which always caught the imagination of man is the numerous high altitude pristine lakes scattered over many valleys of mountains that mostly occur along the northern portion of the state. Glow Lake is one of such lakes in Arunachal Pradesh.
It is a serene lake stashed away in the wilderness of Kamlang Wildlife sanctuary. It sprawls over a vast high altitude plain, geographically, located between 270 41’ 37’’N and 270 42’ 7’’ N latitude and 960 26’ 45’’ E and 960 27’ 33’’ E longitude. Astonishingly, Glow Lake is land locked by lush green & lofty hills from all sides, physically, bounded by 1530 m, 2635 m, 1286 m and 1380 m high hills at east, south, west and north respectively. Continuous drifting of cloud across lake always evinces a feeling in heart that Glow Lake is a sea in the sky and celestial maiden dancing across admiring the great art of the divine nature. With perimeter of 5.1 km, Glow Lake is the second largest lake in the state, slightly smaller than Mehao Lake near Roing.
Glow can be accessed from Wakro, a reclusive town of Lohit district near famous pilgrimage site Parshuram Kund. From Wakro one can drive up to Sinai River (Sinai Berai in Mishmi), the last motorable point. Then trek up north along west bank of Kamlang River for 4 km to reach Champa Bridge, a hanging bridge over Kamlang River. It is the only means to cross the Kamlang River on to the trek that go to Glow Lake. The trek spirals up and down over the hill slope, many times till it reaches an altitude of 1380 m, the highest height along the way, and then descend down for 3 km to arrive at mighty Glow Lake which is located at altitude of 1170 m above sea level. Glow lake’s enchanting beauty always mesmerize the visitor at first sight, which has miraculous soothing effect on visitor’s weary and pain due to whole day trekking. Howling of Hoolock gibbon, barking of deer, sound of chirping bird’s etc make the ambience a paradise like. Interestingly, the lake is sustained by numerous perennial foamy streams gushing out of foothill that trotted down into the lake.
Small flat land occur at west south and east banks of the lake, before hill take over, these make camping near the lake , pleasant and easy. Furthermore, at east of Lake, there is a rest house for night stay and one high reach tower for better overview of the lake, which has been constructed and maintained by forest department. If, properly publicized, Glow Lake could be a worthwhile adventurous tourist destination even though trek to lake is a challenge
